Undercover Operation Nets Four Arrests for Promoting Prostitution

Ricky Willcox was in the wrong place at the wrong time. Willcox was patronizing the Royal Spa located at 10520 Chapman Highway in Seymour on July 7th when police raided the building and arrested three women for promoting prostitution and impersonation of a licensed professional. The arrest came after an undercover operation investigating the spa. Willcox, age 57, of Clarksville, TN., who was present in the spa when officers arrived, was charged with patronizing prostitution.

Undercover officers investigating the spa discovered that the women were charging patrons for sexual acts and did not possess a valid massage therapist license in Tennessee.  The results of this undercover investigation resulted in a police raid during which the three women and male patron were arrested.

The women were identified as Yuan Hong Hua, age 47, Cui Ying, age 40, and Bai Jin Shum, age 54, all of 10520 Chapman Highway.

Sevier County Sheriff Ron Seals states that the Sevier County Sheriff’s Office Street Crimes Unit and Criminal Inv. Division were assisted by Knox Co. Sheriff’s Office Vice Unit along and federal agents. All four suspects were arraigned before a magistrate and are awaiting a bond hearing before a judge. A preliminary hearing date has been set for a later date. The investigation is continuing.
